Celebrating Community Partnership
PNC Bank has been named the 2025 recipient of the Justine PETERSEN Award for Community Banking, recognizing its outstanding commitment to financial inclusion, community reinvestment, and economic opportunity across the St. Louis region.

Justine PETERSEN is proud to recognize PNC Bank as the 2025 recipient of the Justine PETERSEN Award for Community Banking. This honor celebrates private banking partners in the St. Louis metro area who demonstrate an exceptional commitment to financial inclusion and economic empowerment for low-income and socially disadvantaged individuals.
Named in honor of our founder, the award recognizes financial institutions that exceed expectations in advancing access to capital and financial services, while demonstrating strong Community Reinvestment Act (CRA) performance and making meaningful, sustained community investments.
PNC Bank exemplifies the spirit of this award through its Community Development Banking efforts and long-standing partnership with Justine PETERSEN. Together, we work to expand access to credit, financial education, and banking services that help individuals, families, and entrepreneurs build stronger financial futures and create pathways to homeownership, business ownership, and long-term wealth.
“Over the past four years, PNC has invested more than $500 million to support low- and moderate-income communities in the Greater St. Louis region through home and small business lending, community financing and philanthropy,” says Matt Corcoran, PNC Regional President for St. Louis. “Our longtime collaboration with Justine PETERSEN has enabled us to maximize our impact and reflects a shared belief that strong communities are built when individuals and small businesses have the tools, knowledge, and support they need to thrive.”
PNC Bank’s commitment to community reinvestment is further reflected in its transparency and accountability, earning an Outstanding CRA rating consistently since the CRA’s enactment in 1977. This recognition underscores PNC’s leadership in community-centered banking and its dedication to advancing economic opportunity across the St. Louis region.

Investing in Opportunity: Justine PETERSEN Awarded $30 Million Through the New Markets Tax Credit Program

The New Markets Tax Credit (NMTC) Program was created to help economically distressed communities attract private investment and promote long-term economic growth. By providing federal tax credits to investors, the program addresses financing gaps that often prevent critical projects and small businesses from moving forward. As a result, communities nationwide benefit from job creation and improved access to essential services, including manufacturing, retail, technology, housing, healthcare, education, and childcare.
Since its inception, the NMTC Program has played a significant role in revitalizing low-income communities. Through 21 allocation rounds, the CDFI Fund has awarded $81 billion in tax credit authority, including targeted investments for disaster recovery and redevelopment. As of fiscal year 2024, more than $71 billion in NMTC investments have been deployed nationwide, helping to drive economic opportunity where it is needed most.
Justine PETERSEN is proud to announce that we have been awarded $30 million through the New Markets Tax Credit Program. This funding enhances our ability to lend across state lines and expands access to capital for new and growing small businesses. With this award, we can reach entrepreneurs who are often overlooked by traditional financial institutions—those who may not qualify for funding from large banks but possess viable business ideas, determination, and a strong commitment to their communities.
Justine PETERSEN is dedicated to its mission of providing fair and flexible financing to small businesses and developers in underserved areas through NMTC investments. This allocation of $30 million will help stimulate business growth, create jobs, and support economic stability in communities that need access to opportunities beyond just capital.
