Success Spotlight: Thomas Hills of Hilltop C&I, Inc.
Celebrating Nearly a Decade of Partnership with Justine PETERSEN
Thomas Hills began his construction and development journey nearly ten years ago with the help of Justine PETERSEN. Through our support, Thomas secured funding for multiple projects that laid the foundation for his now-successful company: Hilltop C&I, Inc.
“The funding system that Justine PETERSEN has in place not only helped me get started,” Thomas shares, “but it’s also helped other contractors grow their businesses. JP has been a major support system for me over the years.”
🏗️ Project Highlight: Jennings, MO – 2025
In 2025, Thomas completed a new construction development in Jennings, MO, a significant milestone made possible through continued collaboration with JP. His journey is a powerful example of what’s achievable with dedication, preparation, and the right resources.
“I learned a lot the hard way—about business ethics, structure, and what it takes to succeed. JP helped me develop the knowledge and skills I have today. When one of my units was damaged by fire and funding seemed impossible, I leaned on JP and made it through.”
Thomas offers valuable insights for aspiring entrepreneurs. He emphasizes the importance of getting structured and maintaining order in all aspects of your venture. Beyond organization, he advises entrepreneurs to pray and seek guidance, suggesting a spiritual or reflective approach to decision-making. Crucially, Thomas encourages a continuous process of reflection on your journey, urging you to learn from mistakes and build upon successes. Finally, he offers a powerful reminder to always remember that the good ultimately outweighs the bad in the entrepreneurial experience.

A Year of Growth: How the Access Home Cohort Is Still Changing Lives
One Year Later, We’re Still Going Strong!
Monthly sessions. Lasting impact. Real stories.
It’s been over a year since we launched the North County Homeowners Initiative and the Access Home Cohort—and we’re proud to say, the journey is still going strong!
What began as a 10-month program for 40 aspiring homeowners has grown into a thriving, monthly movement in North County St. Louis. Attendance remains strong, and each session brings life-changing tools, resources, and inspiration to participants who are committed to building brighter financial futures.
We’re proud to share the remarkable progress we’ve made in North County! Together, we’ve served dozens of aspiring homeowners, and already, several cohort members have successfully closed on their new homes. This success is fueled by our monthly sessions, packed with essential financial tips and support, and made possible through our ongoing partnerships with key organizations such as U.S. Bank and other dedicated community leaders.
Special Thanks to Our Partners
We’re especially grateful to Christina Dancy and U.S. Bank, and Associated Bank for continuing to show up for our cohort meetings. Their insights and financial guidance are helping unlock the doors to homeownership for so many.
And thank you to Pastors Ken and Beverly Jenkins, who’ve stood by Justine PETERSEN and the North County Innovation Center’s vision from the very beginning.
What Is a Cohort, Anyway?
A “cohort” is a group of people with a shared characteristic, and in our case, it’s the shared dream of owning a home. Through monthly workshops, credit-building tools, and one-on-one support, we’re helping that dream become reality for North County residents.
What’s Next?
Our journey in North County has already seen incredible success, and this is just the beginning! By continuing our strong partnerships, community commitment, and consistent monthly momentum, we’re confident in a bright future for North County homeowners. Join us for the launch of our next cohort on Saturday, August 23rd, at 10 AM at NCIC, located at 10174 W. Florissant, Dellwood, MO 63136.
