Building Contractor Capacity: The Growth Story of Two Hills LLC

St. Louis is known for its stunning art and architecture, from its museums to landmarks like the Dome at America’s Center or the Soldier Museum. Behind many of these spaces are skilled contractors who bring these environments to life. Two Hills LLC, operating as 2 Hills Construction, is one of the companies helping shape that landscape.
Led by partners David Hill and Wyndel Hill II, the company combines decades of corporate leadership and construction experience. Today, Two Hills specializes in commercial finishing services, with a strong focus on union painting, along with drywall, insulation, and finish carpentry.
As a certified minority and disadvantaged business enterprise, the company has been able to grow strategically, taking on work as both a prime contractor and subcontractor. A key part of that growth has been access to capital.
Through Justine PETERSEN’s contractor lending programs, including contractor lines of credit and contractor term loans, Two Hills strengthened its ability to take on larger projects. This kind of financing is critical in disaster recovery, where contractors must respond quickly and scale operations to meet urgent needs.
Starting with a line of credit, the company built a strong financial foundation and successfully transitioned to a traditional bank line of credit, marking an important milestone in its growth.
This progress was made possible through a collaborative pilot program developed with Tori Gonzalez of Nidus Partners and Ron Uttereiner of People of Construction, later expanded with support from the Light a Single Candle Foundation. Additional backing from the St. Louis Capital Collaborative helped provide loan loss reserve funding, making these opportunities accessible.
Support from community partners, including Sean and Gina Donlin, the Jim and Robin Blatt Charitable Fund, John and Sarah Holahan, Richard and Julie Ledbetter, Richard Goodman, Michelle Murray, Mary Jo Gorman, and the St. Louis Community Foundation, has been essential.
Two Hills continues to expand its capacity and pursue larger commercial opportunities. Their story shows how the right mix of experience, access to capital, and community support can help contractors grow and strengthen the communities they serve.
