Richard M. Torack, Great Rivers Community Capital Board Member, was born in Waco, Texas during his father’s station there as an air force flight surgeon. He graduated Cum Laude in 1976 from Washington University with a B. A. degree, majoring in Economics. He received his Juris Doctoris from Washington University School of Law in 1980.
In 1985 Richard opened up his private law practice. In 1997 Richard accepted a position with the City of St. Louis as a Provisional Municipal Court Judge covering regular dockets and specialty dockets such as the Female Drug Court, the Alternative Community Service Docket and Collections Dockets.
Richard is a long time resident of the Franz Park Neighborhood having bought a one hundred year old house in 1985. Richard has been active in the Franz Park Community Association, dating back to 1988 when Richard served his first of four terms as President.
